Past President Biography
Joseph E. Harten, JD, CEBS
Joe is a Partner and the Health & Benefits Office Business Leader for Mercer’s Charlotte office. He has nearly thirty years of experience in health and welfare benefit consulting. Joe’s prior positions have included serving as Market Practice Leader for Mercer in Cincinnati, working as a senior consultant with Towers Watson and leading Deloitte’s Human Capital practice in the Ohio Valley.
Joe consults with clients in the public and private sector regarding their human resource and employee benefit programs. His experience includes strategy, design, pricing, funding, and implementation of health and welfare benefit programs, including consumer-driven health plans, private exchanges, flexible benefit programs, retiree medical approaches, and paid time off arrangements. He also consults extensively on health care reform strategies, facilitates joint labor-management committee sessions on employee benefits, and assists clients with merger/acquisition and benefit integration activities.
Joe received his bachelor's degree (magna cum laude) in history from Carleton College, received his juris doctor (magna cum laude) from William Mitchell College of Law, and is a member of the Minnesota bar. A frequent speaker on employee benefit topics, Joe holds the Certified Employee Benefit Specialist (CEBS) designation and currently serves as the past president of the Carolinas Chapter of the ISCEBS.
